Fintiri proposes ₦583.3bn as 2026 budget amidst vote of confidence by house of assembly
Governor Ahmadu Umaru Fintiri on Thursday presented a proposed ₦583.33 billion Appropriation Bill for the 2026 fiscal year to the Adamawa State House of Assembly.
In his speech, Fintiri said the budget will consolidate infrastructure development, strengthens social services, deepen economic reforms, and sustain peace in the state amidst applause by the assembly which passes a vote of confidence on the governor.

Presenting the budget on December 18, 2025, the governor described the proposal, christened “Budget of Sustainable Growth and Economic Renewal,” as the product of extensive consultations with ministries, departments and agencies (MDAs), lawmakers, and other stakeholders. He said the budget was designed in line with the administration’s 8-Point Agenda and the guiding principle of leaving no one behind.
Governor Fintiri noted that the 2026 budget reflects prevailing economic realities and realistic revenue projections, stressing that expenditure priorities were carefully aligned with the state’s fiscal capacity.
According to him, the focus would be on completing ongoing projects, initiating new strategic infrastructure, investing heavily in education and healthcare, tackling poverty and hunger, and expanding support for agriculture, commerce and small and medium enterprises.
The governor used the occasion to highlight major achievements of his administration, including youth and women empowerment initiatives.
He disclosed that over 60,000 beneficiaries had been supported through the Fintiri Business Wallet scheme, with an additional 100,000 persons set to receive ₦50,000 each beginning from December 2025. He said the initiative was projected to lift hundreds of thousands of people out of poverty.
Fintiri also reiterated the state’s commitment to workers’ welfare, noting that Adamawa was the first state to implement the ₦70,000 minimum wage.
He said reforms in the civil service, digitisation of government processes and the gradual roll-out of e-government platforms were improving efficiency and accountability.
On infrastructure and social services, the governor said 21 model and mega schools were nearing completion and would commence academic activities in the first quarter of 2026.
He added that cottage hospitals were operational, general hospitals were being upgraded, while water schemes, markets, electricity projects and road construction were progressing across the state. He also announced that the reconstructed Yola ultramodern stadium was close to completion.
Reviewing the 2025 budget performance, Governor Fintiri recalled that the approved budget stood at ₦621.29 billion after a supplementary budget. As at September 30, 2025, the state had realised ₦235.34 billion, representing 37.9 per cent of projected revenue. He said ₦189.51 billion had been expended within the first nine months, covering personnel costs, overheads and capital projects.
For 2026, the proposed ₦583.33 billion budget will fund both recurrent and capital expenditures, with continued emphasis on capital development. The governor said the administration would sustain fiscal discipline through compliance with International Public Sector Accounting Standards (IPSAS) and the State Action on Business Enabling Reforms (SABER) framework.
He also announced the introduction of e-budgeting to replace bulky hard-copy budget documents, a move expected to reduce costs and enhance efficiency. MDAs were urged to strengthen ICT capacity to align with the new system.
On revenue generation, the governor pledged to expand internally generated revenue by harnessing untapped sources, while also leveraging grants, loans and development financing from international partners. He assured lawmakers that the state would remain prudent in borrowing, focusing on projects with strong revenue potential.
Governor Fintiri reaffirmed the administration’s commitment to peace, security and democratic cooperation with the legislature, expressing optimism that the 2026 budget would further place Adamawa State on a path of inclusive and sustainable development.
