This major step was achieved during a one-day validation and finalization workshop held in Yola, under the leadership of Professor Muhammad Tabiu (SAN). The workshop brought together key actors from the justice sector who reviewed and validated crucial documents aimed at driving systemic reform.

The event was organized with the support of the Rule of Law and Anti-Corruption (RoLAC) programme, a European Union-funded initiative implemented by International IDEA. The RoLAC programme has been instrumental in promoting judicial reform, anti-corruption, and improved rule of law mechanisms across Nigeria.
Stakeholders at the workshop proposed and adopted a range of far-reaching strategies that are aligned with global best practices for justice sector operations.
Among the major decisions taken was the formation of sub-committees to oversee the effective implementation of the adopted strategies. These sub-committees are expected to provide the operational structure needed to execute the justice sector reform plan with precision and sustainability.
Another critical milestone achieved was the finalization of the Monitoring and Evaluation (M&E) framework. This framework is intended to guide the implementation process, track progress, and ensure accountability. Stakeholders also reached consensus on strategic priorities and reinforced the importance of institutional ownership and buy-in to guarantee long-term success.
The adopted strategies focus on building stronger synergy and collaboration among justice sector institutions. The goal is to ensure more accessible, efficient, and timely justice delivery, while promoting institutional transparency and public confidence in the justice system.
By fostering inter-agency cooperation and encouraging unified approaches to common challenges, the reforms aim to create a more coherent and responsive justice environment in Adamawa State.
Capacity building is another cornerstone of the adopted strategy. Justice Sector Reform Teams (JSRTs) will benefit from enhanced training in organizational development, strategic planning, budgeting, and budget cycle management.
These skills are essential to strengthening institutional resilience and improving overall sectoral performance. Furthermore, improved interagency coordination will ensure that justice sector agencies operate in harmony toward shared objectives.
The reforms are also expected to have practical implications on the ground. Key outcomes include the decongestion of correctional facilities through the rapid resolution of cases, particularly those involving plea bargains. The new strategies are also geared toward strengthening the implementation of alternative sentencing mechanisms such as restorative justice, community service, and parole. These alternatives are more rehabilitative and cost-effective compared to traditional incarceration.
