RMAFC approves 114% salary increase for Tinubu, Shettima, Governors, others

The Revenue Mobilisation, Allocation, and Fiscal Commission (RMAFC) has granted its approval for a significant salary increase of 114% for elected politicians, including the President, Vice President, Governors, lawmakers, as well as judicial and public office holders. This decision was made as part of the commission’s responsibility to determine appropriate remuneration for political officeholders, as outlined in Sections 84 and 124 of the Constitution.

To facilitate the implementation of this salary increase, the RMAFC has urged the 36 states’ Houses of Assembly to expedite the amendment of relevant laws. These amendments will provide the necessary flexibility for an upward review of remuneration packages for political, judicial, and public officers.

During the presentation of the reviewed remuneration package reports to Kebbi State Governor, Dr Nasir Idris, the RMAFC Chairman, Muhammadu Shehu, represented by Federal Commissioner Rakiya Tanko-Ayuba, emphasized that the implementation would take effect from January 1, 2023. This action aligns with the provisions stated in paragraph 32(d) of part 1 of the Third Schedule of the 1999 Constitution of the Federal Government.

Highlighting the importance of this review, Shehu noted that the last remuneration review took place in 2007, leading to the enactment of the “Certain Political, Public and Judicial Office Holders (Salaries and Allowances, etc.) (Amendment) Act, 2008.” The Act empowered the RMAFC to determine appropriate remuneration for political office holders, including the President, Vice President, Governors, Deputy Governors, Ministers, Commissioners, Special Advisers, Legislators, and other relevant positions mentioned in the Constitution.

In addressing the need for the review, Shehu stated, “Sixteen years after the last review, it is imperative that the remuneration packages for the categories of office holders mentioned in relevant sections of the 1999 Constitution (as amended) should be reviewed.” He further mentioned that a one-day zonal public hearing was conducted on February 1, 2023, across all six geopolitical zones to gather input and ideas from various stakeholders.

The RMAFC Chairman emphasized that the commission had conducted an objective and subjective review of the salary packages, considering factors such as equity, fairness, risk, responsibilities, and the national order of precedence. The subjective criteria incorporated stakeholders’ input through received memoranda, opinions expressed during the zonal public hearings, and responses to administered questionnaires. The objective criteria were derived from the analysis of macroeconomic variables, particularly the Consumer Price Index (CPI).

Additionally, Shehu outlined several guiding principles for the review, including equity and fairness, risk and responsibilities, national order of precedence, motivation, and tenure of office. Taking into account the impact on the economy, the commission made an upward adjustment of 114% to the remuneration of political, public, and judicial office holders in the country.

Regarding judicial office holders, the commission introduced three new allowances. These include the “Professional Development Assistant,” which provides two law clerks to all judicial officers in the country. The “Long Service Allowance” ensures seniority and hierarchy for officers who have served on the bench for a minimum of five years. Lastly, the “Restricted or Forced Lifestyle” allowance addresses the specific nature of judicial officers’ lifestyles during active service.
