ACJL: Sultan Foundation Conducts Sensitization at Popular Adamawa Motor Park
The Sultan Foundation for Peace and Development, in partnership with the European Union-funded Rule of Law and Anti-Corruption Programme (RoLAC), organized a one-day sensitization program at Tashar Sani, a prominent motor park in Yola, Adamawa State. This initiative aimed to educate the motor park community about the Administration of Criminal Justice Law (ACJL) and its pivotal role in reforming the criminal justice system while safeguarding human rights.

Enacted on December 10, 2018, in Adamawa State, the ACJL addresses inefficiencies in the criminal justice system, emphasizing fairness, efficiency, and respect for human dignity. The law protects citizens’ rights, particularly those of vulnerable groups, and promotes justice for all.
Speaking at the event, Barrister Lubna Dodo, a facilitator, provided an in-depth explanation of the ACJL’s groundbreaking provisions. She emphasized that the law is designed to improve justice administration while ensuring that the fundamental rights of suspects and accused persons are upheld.
Barrister Dodo outlined several critical provisions, including:
– Prohibiting the arrest of one person in place of another.
– Permitting women to serve as sureties in legal cases.
– Mandating that suspects are treated with dignity and respect.
– Establishing dedicated rooms for recording statements to promote transparency.
She also highlighted reforms such as non-custodial sentencing as an alternative to imprisonment, the prohibition of arrests for civil matters, and providing free legal representation for indigent accused persons. Furthermore, law enforcement officers are now required to clearly inform individuals of the reasons for their arrest. Biometric and physical information must be recorded during the arrest process to enhance accountability and transparency.
The sensitization event drew positive responses from attendees. Mallam Lawal Bala, a leader of the tipper drivers’ union, expressed his gratitude to the Sultan Foundation for the awareness program. He noted that the session empowered participants with the knowledge needed to defend their rights and resist abuse from law enforcement agents.
“There is no tipper driver who hasn’t faced abuse at the hands of law enforcement agents. From now on, we will stand firmly to protect our rights against any violations. Only truth, justice, and fairness can ensure our freedom,” he said. Bala also pledged to advocate for human rights within his community by educating others about the ACJL.
To ensure participants retained the information, the organizers distributed flyers detailing the key provisions of the ACJL. The materials were translated into Hausa, making them accessible to a broader audience.
The sensitization program underscores the Sultan Foundation’s commitment to empowering communities with legal knowledge and fostering a culture of accountability and justice in Adamawa State. By engaging a diverse audience, the initiative seeks to bridge the gap between the law and the everyday lives of citizens, ensuring that justice is not just a concept but a reality for all.
